PROPOSITION

THE STATES are asked to decide whether they are of opinion to make the following amendment to the Standing Orders of the States of Jersey, with effect from the date of the 2026 General Election –

2  Roll of Elected Members

Substitute paragraphs (1) to (5) with the following –

"(1)  When required, the roll of elected members shall be called in the following

order –

  1. Connétable s;
  2. Deputies.
  1. The order in which the Connétable s are called shall be determined according to the length of time each of them has held office as an elected member.
  2. The order in which the Deputies are called shall be determined according to the length of time each of them has held office as an elected member.
  3. If any 2 or more elected members have held such office for the same length of time, the order between them shall be determined according to the alphabetical order of their surnames.
  4. If there is more than one elected member to whom paragraph (4) applies, the order between them shall be determined according to the alphabetical order of their forenames."

REPORT

The Privileges and Procedures Committee (PPC) has lodged this amendment, which, if approved, would make changes to the roll call. The amendment proposes that the order of the roll is determined according to the length of time each elected member has held office (separating Deputies and Connétable s). If two or more elected members have held such office for the same length of time, the order between them will be determined according to the alphabetical order of their surnames. If there is more than one elected member with the same surname, the order between them will be determined according to the alphabetical order of their forenames.

PPC has lodged this amendment following a briefing to all States Members on 21st September 2023 when members were asked for their views on the proposals. The briefing was attended by approximately 21 members and the majority view was that the roll call should be based on length of service, determined subsequently by alphabetical order between members with the same length of service. Members were also asked for their views on the seating plan and it was agreed that this should be allocated on the basis of seniority but with members continuing to sit within their category of member (with an exception for political parties). Members did not believe that there should be any provision for members to highlight personal requirements in the determination of the seating plan. These provisions are not contained within Standing Orders and so no amendments in respect of the seating arrangements are needed or proposed.

If approved, the amendment would not take effect until after the 2026 general elections. Financial and staffing implications
