PROPOSITION

THE STATES are asked to decide whether they are of opinion to make the following amendment to the Standing Orders of the States of Jersey, with immediate effect

128 Privileges and Procedures Committee: terms of reference For paragraph (j), substitute the following paragraph – (j)  to establish –

  1. a sub-committee, the membership of which is representative of the diversity of the States Assembly –
  1. to ensure that the Assembly’s framework of rules and the support and facilities available for States Members encourage the development of a diverse and inclusive Assembly;
  2. to work to increase the diversity of candidates standing for election to the Assembly, by identifying and addressing the principal barriers to achieving diversity and providing candidates with assistance to stand;
  3. to work with the Council of Ministers to promote and remove barriers to inclusion and equal opportunity for all;
  1. a sub-committee, comprising at least two members of the States who are Ministers or Assistant Ministers, and at least two members of the States who are not Ministers or Assistant Ministers –
  1. to keep under review the machinery of government;
  2. to follow up on the implementation of recommendations of previous reviews of machinery of government; and
  3. to report its findings and recommendations to PPC and Council of Ministers from time to time, in order for its report to be presented to the States; and
  1. such other sub-committees as PPC sees fit in order to consider particular matters arising from the terms of reference.”

REPORT

The Privileges and Procedures Committee (PPC) has lodged this proposition which amends Standing Orders to cover the establishment of Sub-Committees under one Term of Reference. The Committee has also included specific provision for the Machinery of Government Sub-Committee and the Diversity Forum.

The Committee has included these two specific Sub-Committees as the establishment of a permanent Machinery of Government Sub-Committee was agreed by the last Assembly following a proposition lodged by former Senator Tracey Vallois.

Provision for the Diversity Forum has been included following a request by the current Diversity Forum to ensure that a permanent Sub-Committee is established to work towards the aim of the States Assembly fully reflecting the population of Jersey and representingall ofthe communities and interests in the Island.

The Committee is taking this opportunity to include provision for it to establish other Sub-Committees. The Committee is already able to do this through long-standing convention, but the amendment would reflect that convention explicitly in Standing Orders.
