PROPOSITION

THE STATES are asked to decide whether they are of opinion to make the following amendment to the Standing Orders of the States of Jersey, with immediate effect

128 Privileges and Procedures Committee: terms of reference

After  sub-paragraph  (i)  of  paragraph  (j),  insert  the  following  and  re-number  the subsequent sub-paragraphs accordingly –

"(ii) a sub-committee –

  1. to engage with the public about the work of the States Assembly and to work with other bodies seeking to engage and encourage the public's interest in politics;
  2. to raise awareness amongst all Islanders of the entitlement and reasons to vote;
  3. to identify training needs of individuals working with young people and other relevant professionals and  to develop age-appropriate teaching materials;
  4. to ensure information about the States Assembly is included within the induction programme for all new States' employees;
  5. to identify proposals and initiatives, in conjunction with other relevant stakeholders, that will further the sub-committee's work and to report its findings to PPC;"

REPORT

The Privileges and Procedures Committee (PPC) has lodged this proposition which, if approved, would amend Standing Orders to include a specific Sub-Committee to cover political awareness and education matters. Through raising awareness and engaging with the public about the work of the Assembly, it is hoped to encourage the general public's interest in politics and in particular, engagement with children and young people.

The Committee believes that provision for a permanent Sub-Committee with this remit will help work towards the aim of the States Assembly ensuring that politics is available to all.

There are no financial and manpower implications arising from the adoption of this Proposition.
