COMMENTS

It is acknowledged that developing a planning framework for the future development of the west of the island is an important piece of work that could help to inform the preparation of the next island plan.

Successive island plans have sought to meet much of the island’s development needs from within the island’s built-up areas, but particularly St Helier. It is important to explore and establish the role that other centres in the island can play to help meet future development needs.

In the west of the island Les Quennevais is identified as the island’s secondary centre; and Jersey Airport is a key transport hub, with associated uses.

The key purpose of any planning framework would be to explore whether this area has the potential to provide more development opportunities; and to establish whether it could help meet future island needs to provide more homes and land for employment- related development. There is a need to establish what change is required to help regenerate outworn areas and to enable the best use and enhancement of community facilities.

The proposal to develop a planning framework for the west of the island is one of a number of proposals in the Bridging Island Plan (“BIP”). Some are designed to assist with the interpretation and application of the current island plan. Others highlight the issues that require further work to inform the next island plan. Some of these proposals have already been completed; many are in progress but some have yet to commence.

Inevitably, there are limited resources and capacity to undertake all of this work at once. There is also a need, as set out in the Common Strategic Priorities 2024-26, to reform the planning service to provide a more efficient and effective planning service.

Because of this, there is a need to prioritise the work that is undertaken and to ensure that the most critical matters are addressed.

The current focus, related to the implementation of BIP proposals, is to develop part of the water resource management strategy; and specifically, to consider options for the island’s water supply and any associated requirement for infrastructure enhancement, expansion, or provision (in accord with BIP Proposal 38).

Work is also being undertaken, as part of the CSP Planning services reform, to consider changes to the way in which the island plan is reviewed; and the form in which it is published. This is to ensure that the island plan is accessible and easy to use, and that its production (and subsequent review) is as efficient as possible.

Because of this, the proposal to progress this work cannot be supported at this time.

The Minister for the Environment, in partnership with other ministers will, however, ensure that an appropriate evidence base is developed for key issues that must be tackled by the next island plan.
