COMMENTS

This  addendum  is  a  technical  one  and  is  perhaps  best  described  as  a  matter  of housekeeping.

The ongoing commitment of 1% of revenue funding for Arts, Culture and Heritage was reaffirmed in 2020 when the States agreed to amendment 13 to the Government Plan (p.130/2020). The wording of the proposition read:

We commit to the reinstatement of funding at the agreed rate of 1% of net revenue expenditure for 2024 and beyond."

This point was regrettably overlooked in the original wording and report of this current proposition, but it is of course of vital importance to the debate, as the 2019 decision to commit to the 1% was not the latest States decision on the issue.

The 2020 decision was supported overwhelmingly by 41 -1, indicating strong support (up from 25 votes – 17 for the original proposition in in 2019).
