PROPOSITION
THE STATES are asked to decide whether they are of opinion
to appoint Ms. Julia Yun Hulme as a non-states Commissioner of the Jersey Overseas Aid Commission until 1st January 2028, in accordance with clause 7.6 of the constitution of the Jersey Overseas Aid Commission as set out in Schedule 1 to the Jersey Overseas Aid Commission (Jersey) Law 2005.

REPORT
Introduction
Following the establishment of the Jersey Overseas Aid Commission (Jersey) Law 2005, the Law requires the Chairman, in making nominations, to use his or her best endeavours "to ensure that the Commissioners shall be a diverse and balanced group of people in terms of gender, age, experience and skills, who share a commitment to the promotion of the objects of the Commission".
The present States Commissioners are, in addition to Deputy C.F. Labey of Grouville and St. Martin as Chair – Connétable P.B. Le Sueur of Trinity and Deputy S.M. Ahier of St. Helier North ; and the non-States Commissioners are Mr. D. Melville , Mr. A. Calvert and Ms. T. Morel
Selection process
Members are advised that in order to ensure that this new appointment of a non-States Commissioner has been made in a fair and transparent manner, the selection process was undertaken in accordance with the procedures for such appointments established by the Jersey Appointments Commission, with a JAC Commissioner involved at every stage of the selection process.
The Jersey Appointment Commission has accordingly confirmed its support for the nominee, Ms. Julia Yun Hulme. Ms. Julia Yun Hulme will replace Commissioner Douglas Melville , who's term comes to an end on 31st December 2024.
Ms. J. Yun Hulme: background to appointment
Ms. Yun Hulme is a dual-qualified US/UK Lawyer with over 22 years of experience in private practise, in-house and senior management. As Co-Founder and Managing Director of Omnia Strategy LLP, she has been responsible for overseeing the firm's global business strategy, financial and risk management and governance. In her role she has managed complex, cross-sectoral legal and advisory projects with a primary focus on Sub-Saharan Africa and developing countries. Her proven skills in high-stakes negotiations, risk management and efficient resource allocation will be an asset to Jersey Overseas Aid.
She has many years of experience in overseas aid in many difference capacities. She was a trustee at the GUBA Foundation which supports initiatives that promote sustainable development and social impact in economically disadvantaged parts of Africa. She served an advisor to Concordia, a global organisation dedicated to cross- sector partnerships for social impact, where she led Concordia Africa Initiative to foster greater public-private partnerships for cross-border investment and development. She was also on the Women's Advisory Board of Children in Crisis, which focused on partnering with local organisations and communities to improve education, healthcare and child protection in the most challenging places affected by conflict or political instability.
