PROPOSITION
THE STATES are asked to decide whether they are of opinion
in accordance with Article 2 of, and the Schedule to, the Police (Complaints and Discipline) (Jersey) Law 1999, to appoint the following individuals as members of the Police Complaints Authority, each for a period of 3 years commencing immediately –
• Mrs Andrea Robottom
• Mr Ian Johnson
• Ms Val Cartwright
• Mr Tim Rogers

REPORT Background
The role of the Jersey Police Complaints Authority (JPCA) is to oversee, monitor and supervise investigations into complaints against the Police undertaken by the Professional Standards Department (PSD).
The JPCA does not carry out the investigations and Members are not trained investigators. The JPCA is independent of the police and government and its role is to ensure that the investigating officers carry out the investigations it supervises in a thorough and impartial manner to ensure the police achieve high standards in the handling of complaints, conduct matters and death or serious injury cases. In doing so the Authority exists to provide assistance to the public that the police are held to account in their handling of complaints.
Article 1(1) of the Schedule to the Police (Complaints and Discipline) (Jersey) Law 1999 stipulates that the JPCA shall consist of a Chairman and not less than 6 or no more than 8 other members. The Chairman and other members are appointed by the States on the recommendation of the Minister.
The Draft Police (Complaints and Conduct) (Jersey) Law 20- was adopted by the States Assembly on 30 March 2022. This Law will be brought into force subject to Assembly approval of new Regulations, which will be lodged later this year. The new Law will provide for a minimum of 3 members and a maximum of 12.
There are currently 6 members of the Authority, including the Chair (with one member's term ending at the end of this year). Further appointments to the Authority are therefore required in order for the Authority to perform its statutory functions under the new law and regulations.
Recruitment Process
An on-island recruitment process was undertaken in 2024. Adverts were placed on the Government of Jersey careers site to seek new members for the JPCA on a rolling recruitment basis. The JPCA website included a "join us" section inviting interested parties to contact the Authority.
A full interview process was held, with a panel consisting of the Chair of JPCA, a JPCA Supervising Member, and an HR Representative.
Six candidates were interviewed and of these, the four recommendations below are made.
Candidates
Mrs Andrea Robottom (Member)
Mrs Robottom is a seasoned HR executive with 35 years of experience driving and leading organisation transformation across all industry sectors. Working alongside

boards and executives, she has led, advised, diagnosed, implemented and improved organisation performance across global household names'. She possesses the ability to work through complex scenarios, maintain impartiality and uphold independence.
Mrs Robottom is a Trustee and Board Member of a Charitable Trust. An Accredited Mediator, Mrs Robottom also specialises in workplace dispute resolution and is a Fellow of the Chartered Institute of Personnel & Development (FCIPD).
Mr Ian Johnson (Member)
Mr Johnson has a legal background as a patent attorney and has years of experience investigating, communicating and resolving difficult situations within his professional role. Mr Johnson 's training as a lawyer will complement the skill set of other members.
Ms Val Cartwright (Member)
Ms Cartwright is an FCCA Accountant and an experienced professional who has extensive financial, commercial and operational experience. With an established track record in leading and managing projects with integrity and determination, Ms Cartwright enjoys analytical and fact-based evaluations of complex situations
Ms Cartwright holds a number of voluntary positions for local enterprises. Mr Tim Rogers (Member)
Mr Rogers is a qualified project manager and change consultant with 20 years of experience working with businesses in the finance, commercial, retail and public sectors. Mr Rogers is a qualified mediator, trainer, NLP Practitioner with a track record of fair and impartial decision making and proven ability in oversight roles, critically reviewing reports and challenging decisions. He has also held a number of roles in Jersey's rowing community.
