ORAL QUESTION FOR TUESDAY 19th MARCH 2024

Deputy K.L. Moore of St. Mary , St. Ouen and St. Peter will ask the following question of the Minister for External Relations –

“Will the Minister provide details of any representations that have been made by the Government of Jersey with regard to the inclusion of a permissive extent clause (Clause 12) in the UK’s Safety of Rwanda (Asylum and Immigration) Bill; and if he has made no representation, will he explain why not?”

The Bill began its parliamentary passage in the House of Commons in December 2023.

Following representations by officials, I confirmed to the Ministry of Justice on 5th February 2024 that Jersey did not seek the inclusion of the PEC in the Bill.

On 6th February 2024, the Minister for Home Affairs wrote to the Home Secretary seeking the removal of the PEC from the Bill.

I have also raised the matter with MPs and several members of the House of Lords, following which a number of supportive interventions were made on constitutional grounds during the passage of the Bill through the House of Lords.
