A review of the 2019 Draft Budget Statement (the “Budget”), published by Deputy Susie Pinel Minister for Treasury and Resources.
A full copy of the Budget can be found on the States Assembly website by clicking here. It is due to be debated by the States Assembly on 4 December 2018.
We reviewed the proposals put forward by the Minister for Treasury and Resources in the Budget, including in relation to personal tax, stamp duty and alcohol, tobacco and fuel duties.
We received submissions from key stakeholders and members of the public. These are published below.
Our report was published on 3rd December 2018. We also published an amendment to the budget in relation to Stamp Duty bands and rates.

To consider the proposals of the Minister for Treasury and Resources in the Draft 2019 Budget Statement in respect of:
Personal Tax
Stamp duties
Business Tax
Impôts Duty
VED Proposals
Any other tax proposals as set out in the Draft Budget Statement 2019
To consider the Capital Programme for 2019-2020, as presented in the Draft Budget Statement.
To evaluate the proposed central growth allocation for 2019.
To evaluate proposals in relation to the States Reserves and any transfers either to or from Reserves.
To consider proposed legislative changes arising from the Draft Budget Statement.
To consider the financial forecasts and economic implication of the Minister's proposals in the Draft 2019 Budget Statement, including the potential impact of Brexit on the economy.
