Bridging Island Plan Scrutiny Review – Written Questions
As you may be aware, the Environment, Housing and Infrastructure Scrutiny Panel has begun work on its review of the decision to proceed with a Bridging Island Plan. Further information, including the Terms of Reference for the review are available on the States Assembly website.
As part of our evidence gathering process, the Panel has some questions which we would be grateful for your response and input as Minister for Economic Development, Tourism, Sport and Culture. Please see below:
- What are your views regarding the proposal for a shorter-term Bridging Island Plan (2022-2024) in relation to your remit for Economic Development, Tourism, Sport and Culture?
- Considering that the shorter 3-year Plan would decouple' itself from longer-term policies, what impact might this have on policy development within your remit? Please could you provide examples?
- How will you ensure that any shorter-term decisions are executed with consideration to the context of Jersey's longer-term economic development requirements in so far as possible/practical?
- What considerations or assurances for a sustainable economy have been provided alongside the planning strategy priorities of the shorter-term Bridging Island Plan?
- Considering the economic challenges resulting from Covid-19, and the requirement for both short- and long-term policy actions, how do you consider a Bridging Island Plan will impact recovery planning within your remit for Economic Development?
- How will the Bridging Island Plan impact any potential diversification of the economy, for example, through support of alternative economic development prospects with emphasis on incorporating the green element, supporting local and integral sustainability?
- For example, the growing move towards homeworking – what consideration will be given to the protection of employment land?
- Is there likely to be a shift in focus from office buildings to encouraging other developments suited for other sectors such as retail and rural economy?
- A submission to the Panel highlighted difficulties in being able to find appropriate sites for agricultural, employment buildings and land for use. What are your views on how a Bridging Island Plan could facilitate a diversification in the types of employment land available on the market?
- What benefits and/or negative consequences do you foresee a shorter Bridging Plan will create, if any, for Tourism and Culture?
- What policies could be incorporated into a Bridging Island Plan to help sectors such as hospitality, retail and tourism respond to and/or recover from the effects of the pandemic?
- Do you consider that certain land use changes in St. Helier could aid economic recovery in the short term? If so, please can you give examples? If not, why not?
- Do you anticipate that the Bridging Island Plan will prioritise development of community sporting facilities? If not, do you believe it should?
