Anti-Doping and National Compliance Platform Policy
Thank you for your letter of the 30th June in which you provide a number of questions relating to the Anti- Doping and National Compliance Platform Policy. I have set out below answers to each of these in turn:
- Please could you confirm that the Island is now compliant with international standards in anti-doping in sport or if further actions are required?
The UNESCO Conference of Parties (COP8) confirmed that Jersey was deemed compliant on 29th November 2022. Work to further strengthen anti-doping activities is ongoing and is undertaken through the National Compliance Platform.
- The Panel notes that section 9 of the Policy identifies the sanctions if any Jersey Athlete were to test positive for prohibited substances. Could you outline the enforceability of the actions identified in that section and clarify if a regulatory framework has been considered to enable enforcement?
Through participation in their sport, athletes either explicitly agree or are deemed to accept the rules and procedures of their sport's National Governing Body (NGB). NGBs in turn sign up to a regulatory framework established under the World Anti-Doping Code and breaches of anti-doping regulations are brought by the UK Anti-Doping Organisation (UKAD). Jersey athletes can, and have been, tested both in Jersey and off- island and bans for breaching anti-doping regulations can be levied by the UK Anti-Doping Organisation or equivalent National enforcement organisations. Bans are enforced across all National Governing Bodies and principle sporting bodies including (amongst others) Jersey Sport, the Island Games Association, the Commonwealth Games.
