Secondary Education Funding Review
As you may be aware the Children, Education and Home Affairs Scrutiny Panel recently launched a review into Secondary Education Funding in Jersey and the Panel is keen to gain your views on this topic.
What will the review investigate?
The main aim of the Panel’s review is to establish the requirements of the secondary education system in Jersey and assess whether the funding for secondary education is sufficient to meet these requirements. The full Terms of Reference for the review are attached at the foot of this letter.
The Panel would be interested to hear your comments relating to any of its Terms of Reference but are particularly keen to hear from Headteachers about the sufficiency of funding, the adequacy and practicality of the ‘Jersey Funding Formula for Schools’, and the matters around control, governance, and efficiency of the budget for secondary school education.

How can you contribute?
Any views you might have, we would be interested to hear them. Should you so wish to express your views in person please do let us know and we can arrange a meeting to discuss the review topic further.
Written submissions can be sent to the contact details at the bottom of this page or submitted via the States Assembly website by clicking on the ‘Get involved’ link. The deadline for written submissions is Friday 4th August 2023. What will happen with the submission?
Written submissions will generally be uploaded to the States Assembly website, however, we reserve the right not to release certain submissions into the public domain. Any evidence received under a confidential or private agreement, in accordance with Jersey Data Protection legislation will not be released into the public domain. Submissions made publicly available in this manner may also be cited in the panel’s report. If you wish your name not to be included when we publish your submission, please let us know at the time of making your submission. Children, Education and Home Affairs Scrutiny Panel Secondary Education Funding Review - Terms of Reference
1) To assess the funding provided by the Government of Jersey for secondary education and examine how it relates to the requirements and outcomes of the secondary education system.
2) To consider the adequacy and practicality of the ‘Jersey Funding Formula for Schools’ in relation to Jersey’s secondary schools.
3) To review the control, governance, and efficiency of the budget for secondary school education.
4) To consider how the funding of secondary education is impacted by other contextual factors including, but not limited to:
• Requirements for addressing and improving student wellbeing;
• Teacher and school staff remuneration, recruitment and retention;
• Covid-19 Education recovery;
• The application of the Jersey Premium;
• The 14+ secondary transfer system;
• The fee-paying and private providers;
• Government ‘value for money’ savings; and
• Public expectations.
5) To compare Jersey’s secondary education budget provision and funding formula with other jurisdictions.
6) To consider how secondary education may need to adapt in future and to establish what work the Government is doing to prepare for change.
