Corporate Services Scrutiny Panel People and Culture Follow-up Review
Dear Chair,
Thank you for your letter of 1st August requesting further information for the Panel’s follow up review of the People and Culture Report.
You have requested a significant amount of information, and we will work to provide this in a way that assists the Panel. To this end, we are preparing a full pack of the information requested, alongside more information and context than the panel has requested as a submission of evidence. This will be provided in my response on behalf of the States Employment Board (further to your letter of 28th July and 3rd August).
I have also advertised, as you requested, a call for evidence from employees, their representatives or network groups. We made an important distinction that the Panel may not address individual cases as there are established procedures for this, and the States Assembly determined this was the legal responsibility of the States Employment Board.
Specifically, you have requested:
• The audit tracker (Recommendation 20) to be provided. This will be done as part of our evidence submission.
• States Employment Board minutes: These will be provided in redacted form where individual cases are discussed, or legal proceedings (or risk of proceedings) are in train.
• Response to Democratic Accountability and Governance Sub-Committee: a specific section addressing your questions will be provided within our submission.
• Information about the BeHeard survey: you have already received some information directly from officers. We will revie this and ensure any outstanding matters are addressed. I have been asked to remind the panel that the reports are technical and should be interpreted by officers with the correct understanding of the methodology. Should you require a provide briefing, officers will do this.
We wish to provide the fullest amount of information to the panel, and this is best done as a coherent submission of evidence to ensure context and cross references are made. This is a considerable amount of information; however, I would like to provide this to the Panel on Monday 11th September.
