Draft Income Tax (Amendment – Stage 2 of Independent Taxation) (Jersey) Law 202

The Corporate Services Panel has been gathering evidence to inform the Comments it intends to present on the  Draft Income Tax (Amendment – Stage 2 of Independent Taxation) (Jersey) Law 202 – P.41/2023 ahead of the States Assembly debate on the Proposition on 18th July 2023. The

Panel wish to bring to your attention concerns raised in a submission received from Citizen's Advice Jersey (CAJ) in relation to the proposals.

The submission expresses several key concerns regarding the impact of Independent Taxation changes on the charity and its ability to support Islanders. The charity anticipates a significant increase in individuals seeking assistance with their income tax documentation, which could overwhelm their resources.

They specifically highlight the potential exclusion of spouses and partners from tax forms, which may require additional support for affected individuals. The submission also mentions their existing support for vulnerable individuals and the potential increase in demand from those who are illiterate, have dyslexia or dyscalculia, or prefer not to involve their partners.

What communication or consultation, if any, have you or Revenue Jersey had with charities, including CAJ, to understand the potential impact or concerns of the proposed changes on them?

What consideration, if any, is being given to additional Government support measures for charities, including CAJ, that provide support for Islanders on Government led directives and where the proposed changes will impact their ability to sustain support.

The Panel look forward to receiving a formal written response by no later than Wednesday 5th July 2023. Please be aware that it is our intention to publish the response received on the States Assembly Website.
