Communicating the Assembly's views Internationally

Following adoption of P.35/2023 it is understood the Chief Minister will be writing to the Faroe Islands to outline the Assembly's position on the Grindadrap Festival. The Panel notes that a number of Assembly decisions, debates and questioning have potentially highlighted the manner in which States Members' views on actions of foreign jurisdictions, including those on animal welfare, climate change, human rights and other such topics might be communicated to those jurisdictions. As such we would be grateful if you could provide responses to the following questions:

  1. Please clarify how you intend to establish and communicate views of the Assembly on such topics of international concern with foreign jurisdictions and the wider international community in the future without the need for propositions to be debated?
  2. We identify a difficulty establishing consensus in the Council of Ministers, as seen with minister's  votes  on  the  recent  proposition  despite  earlier  indication  that  ministerial colleagues would be supportive of the proposition as amended. How can such division be resolved in future to enable a clear consensus in the Council of Ministers when debating the Assembly's and Government of Jersey's views on external relations topics?
  3. How might guidance and principles regarding communications with foreign jurisdictions on political and cultural matters be developed for approval by the States Assembly in the future?

We would be grateful if you could respond to this no later than Tuesday 27th June 2023 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
