P.40/2023 – Draft Public Health and Safety (Rented Dwellings) (Licensing) (Jersey) Regulations 202-
Following our public quarterly hearing held on 21st June 2023, you will be aware that concerns have been raised regarding the potential impact of the above draft Regulations and the possibility for unintended consequences for both private and social landlords, as well as for tenants. Consequently, as a Panel we have agreed that, should the proposition be adopted by the States Assembly in principle at the States' sitting commencing 18th July 2023, we will seek to have the proposition referred for further scrutiny under Standing Order 72.
I would like to stress that the Panel does not wish to unduly delay debate on the proposition. However, we feel it is our obligation as a scrutiny panel to explore these concerns further. Having the proposition referred for scrutiny will enable sufficient time for the Panel to gather evidence and explore in further depth whether it is felt any amendment(s) to the proposition should be brought and debated by the States Assembly.
Our next steps will be to hold meetings to further investigate the concerns raised by stakeholders and we will then be in contact with any further questioning.
