1st November 2023

Dear Minister,

Economic Development, Tourism, Sport and Culture (2024 Fees) (Jersey) Order 2023 Decision Reference: MD-ETS-2023-639

We write with respect to the recently published Ministerial Decision and associated Ministerial Order regarding the application for the registration, or the renewal of the registration, of premises as a place of refreshment and the increase in these fees.

The Panel would be interested to know the rationale behind the reason for the increase, bearing in mind how the tourism industry suffered during the COVID-19 pandemic and the high cost of living currently having an impact on the Island. To this end, please provide an outline of how the updated fees were calculated and set.

The Panel would also be grateful if explanation of how the revenue raised through these fees, and increase, are used within the Government of Jersey, for example, do they remain within the Department for Economy’s Head of Expenditure?

In addition, was there any consultation process which helped inform the decision to increase the fees and, if so, are you able to advise as to what has taken place.

We would be grateful if you could respond to this no later by 9th November in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.

If you have any questions regarding this or our work in general, please do not hesitate to contact me. Please note that unless otherwise stated, all letters will be uploaded to the Scrutiny website as a matter of course.

Yours sincerely,

Deputy Moz Scott
