Protocol for procurement and contracts

You will be aware from previous correspondence that the Future Hospital Review Panel is currently undertaking a review of the New Healthcare Facilities Programme. The terms of reference for the review are available here: Scrutiny review (gov.je)

Among the key areas of focus for the Panel is the governance of the programme and the projects which form that programme and to monitor current and anticipated Government spending on the programme of work.

In this context, please could you outline for the Panel any expectations the Jersey Audit Office would have on the protocol employed by Government in its procurement process and the manner in which tendering and contracts are undertaken to ensure that the greatest value is obtained for the public monies spent?
