Dear Deputy Binet ,

New Healthcare Facilities Programme

Thank you for your letter of 30th May 2023. The Panel is grateful for the assurance provided that its questions will be addressed in your response to the C&AG's report – due to be published on 27th June – and that the aim is to work constructively with Scrutiny.

However, the questions which the Panel asked are pertinent to the production of the Strategic Outline Case (SOC) for the New Healthcare Facilities Programme – which you have committed to publishing during the week commencing 26th June – and have also been referred to in your recent presentation or been commented upon publicly.

In light of this, the outline of the preferred option for the sites given in your presentations of 30th and 31st May (option B in the recent presentations), and the need to examine your responses prior to the release of the SOC, the Panel would ask you to reconsider and to provide responses to questions 1 to 3 of its letter of 19th May 2023 as soon as possible and no later than five working days after receipt of this letter.

It is important – and in line with the Panel's current terms of reference – that the early stages of this programme and the process which is undertaken by Government is carefully examined.

For the same reason, the Panel would be grateful if you could also provide the following:

  1. The Government news release which was issued on 31st May states that the feasibility study presented to Ministers concluded that multi-site healthcare delivery in Jersey is achievable and provides a number of significant benefits when compared to the single- site Our Hospital proposals'. Please confirm that the full and finalised feasibility study was available to you and Ministers on 30th and 31st May when presentations on the study were given to Scrutiny, States Members and the media.
  2. A date by which detailed traffic and transport assessments will be available to support the options preferred by Government.
  3. Information about the format of the facilitated sessions conducted by Government with stakeholders and healthcare staff and the questions and/or discussion outline given to attendees.
  4. The structure for the facilitated sessions and how responses from different groups and individuals would be weighted.
  1. The feedback recorded at these sessions.
  2. How and when the Ambulance Service were consulted on the potential option of moving the acute service (that requiring the most access by emergency vehicles) onto the Overdale site.
