4th October 2023 Dear Chair,

Telecoms Security Framework

I am writing to advise you of a change to the intended lodging date for the Telecoms Security Framework. This framework will introduce legislation to maintain the security and resilience of Jersey’s telecoms networks and services.

As you will be aware, it was intended to lodge the Amending Regulations for consideration by the Assembly during Q1 2024.

Officers  have  been  working  closely  with  the  Law  Drafting  Office  alongside  Jersey’s telecommunication companies and the Jersey Competition Regulatory Authority to shape the proposed Regulations, and significant progress has been made. Following this engagement, the draft Amending Regulations are in a position to be finalised, however, it has been deemed necessary to allow for additional input from Jersey’s telecommunication companies and other key stakeholders in order to complete this process before lodging with the States Assembly.

To enable sufficient time to engage with the various stakeholders, a revised completion date of Q2 2024 has been identified for lodging the draft legislation.

Should the Panel wish to receive a briefing on the progress of the draft legislation or consultation process I would be pleased to facilitate this.

Yours sincerely,

Deputy Kirsten Morel
