Thank you for your letter of 1st November, in which you provide a number of questions in relation to the recent Places of Refreshment Order.
- Please provide an outline of how the updated fees were calculated and set?
The increase in fees for 2024 of 2.5% is the figure recommended within the Public Finance Manual ‘Income’ ‘Fees and Charges’, but less than the annual rate of RPI(X), 6.1% as of June 2023.
- The Panel would also be grateful if explanation of how the revenue raised through these fees, and increase, are used within the Government of Jersey, for example, do they remain within the Department for Economy’s Head of Expenditure?
Revenue generated from the charging of fees is collated by Treasury.
- In addition, was there any consultation process which helped inform the decision to increase the fees and, if so, are you able to advise as to what has taken place?
No formal consultation was undertaken. Fee increases are typically annual and as Minister I (along with officers) maintain regular engagement with the industry throughout the year.
