Dear Deputy Mézec ,
Thank you for your letter dated 8 June 2023 regarding various aspects of the New Healthcare Facilities Programme. Please find below the answers to your additional questions.
In relation to the requests in the Panel's letter dated 19 May 2023, while completely understanding the reasons for the questions and the need for due Scrutiny, I would like to follow the precedent and formal process for responding to the Comptroller and Auditor General (C&AG) as set out in the Revised Code of Practice for Engagement Between scrutiny Panels and the Public Accounts Committee' and the Executive'' (sections 67-70) rather than pre- empt the work of the C&AG by providing responses to the FHRP in the first instance. However, I can seek the view of the Public Accounts Committee (PAC) as to the appropriate timing for the information to be provided to the Panel.
It is important that adequate thought is given to developing detailed responses to important recommendations such as those of the C&AG, and the NHF programme team are diligently working on responses for the 26 June 2023, in line with the request from the Public Accounts Committee.
As an alternative, the NHF programme team are available to discuss your questions at a private briefing, should it be helpful to the Panel.
Additional questions:
- The Government news release which was issued on 31st May states that the feasibility study presented to Ministers concluded that multi-site healthcare delivery in Jersey is achievable and provides a number of significant benefits when compared to the single site Our Hospital proposals'. Please confirm that the full and finalised feasibility study was available to you and Ministers on 30th and 31st May when presentations on the study were given to Scrutiny, States Members and the media.
The full Feasibility Study Report was completed in draft by the end of May 2023. A detailed summary of the initial findings was presented to Ministers. On the basis of the detailed information shared with Ministers, they supported the direction of travel and approved the key findings. The finalised version of the feasibility study is currently going through the GoJ approvals processes and will be published early July.
- A date by which detailed traffic and transport assessments will be available to support the options preferred by Government.
The programme team has carried out initial studies and used information and data from the works carried out previously for Future Hospital and Our Hospital, which has enabled the

completion of the feasibility study. A significant volume of information will be available as part of the full feasibility report.
More detailed traffic and transport assessments are normally carried out at RIBA Stage 3: for the first of the larger healthcare facilities projects, this design stage is likely to commence in November 2023.
- Information about the format of the facilitated sessions conducted by Government with stakeholders and healthcare staff and the questions and/or discussion outline given to attendees.
Prior to attending the Evaluation Sessions, the scoring panel members were provided with a full draft version of the Feasibility Report, a copy of the evaluation questions that were to be discussed, and a Conflict of Interest form to complete.
The facilitated Evaluation sessions were held in person.
Scoring panels were facilitated by the NHF Head of Digital Engagement and Communication.
All attendees at the Evaluation Workshops were invited to provide opinions through facilitated discussion on the below topics for which the questions and feedback will be provided to Future Hospital Review Panel:
- Clinical factors
- Locational factors
- Environmental factors
- Economic and social factors, and
- Construction factors
The attendees at each workshop asked a number of questions (between 11 and 17) relating to each factor, that were scored on an incremental scale for each option, as follows:
1 = Unacceptable 3 = Adequate
5 = Good
7 = Very Good
9 = Excellent
All attendees at the Evaluation Workshops were invited to give their full and honest opinions through facilitated discussion and to score individually, using the electronic platform Slido.
In addition, a collective panel score was recorded for each question. This score was reached using consensus through discussion and, where necessary, through a show of hands relating to each score. In the limited circumstances where the panel was split, the collective score erred conservatively in favour of the opinion of the subject-matter experts in the room.
The breakdown of questions and feedback received is appended to this letter and is shared with the Panel on a private and confidential basis.

The NHF team has held three meetings with the Ambulance Service, on 24th April 2023, 10th May 2023 and 14th June 2023. The engagement will continue throughout all design phases, as with other key stakeholders and users.
