Dear Deputy Mézec ,

Thank you for your letter dated 17th July 2023 regarding the Enid Quenault Health and Wellbeing Centre.

ROK Limited are projected to complete the major construction of the Enid Quenault Health and Wellbeing Centre on 24th July 2023, with a handover to HCS fully complete by 28th August 2023. Following this milestone thorough snagging works may be undertaken, in line with normal practice, to ensure the facility adheres to quality standards and its readiness for the intake of the migrated services.

The transition of services will be undertaken through a phased approach, commencing on 1st August  2023,  with  the  complete  transition  expected  to  conclude  by  28th  August  2023. Nonetheless, it is important to acknowledge that these dates are subject to change.

I can confirm that accessibility was considered as part of the approved building bye-laws for which I have attached a copy for your convenience. Furthermore, we are also in the process of reaching out to Liberate to arrange and discuss the potential for undertaking an access audit. Previously this has not been possible owing to the site works. Once complete, we will forward the results.

ACCESS STATEMENT

Overdale Relocation, Former Les Quennevais School, St. Brelade Job No. 5256

There are two existing car parking areas on the site, one to the north of the existing buildings and one to the eastern boundary. There is a level difference of 1.8m across the north parking area down to the existing main entrance on the north side of the building.

It is proposed that a new third parking area to the south of the building on the former school playground will be provided. This will be designated as the main patient entrance on the basis it provides a more suitable level access via the existing secondary entrance as a well as better facilities for visitor/disable parking bays. The Child Development Therapies Centre located within the former library will benefit from having its own separate designated entrance and close parking provision on the eastern boundary of the site. The existing car parking to the front (north) of the site and original main entrance will be designated as the staff main entrance.

The existing ground floor facilities are all on the same level except for the former assembly hall, which is approximately 900mm lower. The proposals include the provision of a new floor structure which will provide level access throughout the ground floor.

There will be 3no main waiting areas, 1no. in the main entrance area, 1no. in Therapies and 1no. in the Child Development Therapy Centre (CDTC). There will also be sub-waiting areas within Pain Management, Outpatients and Adult Mental Health. Each waiting area is in close proximity to an accessible WC.

There are 2no. upper floors in the south tower and 3no. floors in the north tower, which will be refurbished to provide the staff accommodation required. There is existing lift access to the upper floors but the lift cars are not large enough to accommodate wheelchair users and the cost and work involved in making the lift cars compliant for wheelchair users are not feasible as part of the temporary relocation of these services. Wheelchair access can still be provided to the upper levels and disabled accessible toilets have been provided on the office levels.

The layout promotes staff cycling to work as covered bike storage and staff shower and changing areas will be provided on the upper tower block levels, the proposals will include the provision of an accessible staff changing area and shower on the ground floor with an accessible office space adjacent if deemed to be required.
