Hospital Review Panel: Procurement and Commercial Services

As you will be aware, the Panel received the Minister for Health and Social Services on 12th July 2024 for a Public Hearing, in relation to its review of the New Healthcare Facilities Programme (Programme').

During the Public Hearing, the Panel asked questions about procurement, and the Panel understands that the procurement process for the Programme requires approval from the Government's Commercial Services Department. The Panel should therefore be grateful if you could provide responses to the following questions:

  1. Please can you provide details about the approvals process for the procurement of Programme services?
  2. Please can you provide details about engagement between Commercial Services and the Programme Team to date?
    1. Please  can  you  provide  details  about  any  planned  engagement  between Commercial Services and the Programme Team?
  3. During its Public Hearing with the Minister for Health and Social Services on 12th July 2024, the Panel was informed that contractors had been encouraged to look for opportunities to undertake works on the Programme, via the Government's Proactis online portal. Please can you provide an overview of the Programme opportunities that have been listed on the Proactis online portal to date?

a.  Please can you provide timescales for upcoming Programme projects that will be made available through the Proactis online portal?

The Panel would be grateful if you could provide confirmation of your position in relation to this matter as soon as possible, but by no later than Wednesday 31st July.
