Dear Minister

Assisted Dying Proposals – New Timeframe

Thank you for your letter dated 20th February 2024 advising of the updated timeframe for the Assisted  Dying  legislative  proposals. As  you  are  aware,  the  previous  Scrutiny  Liaison Committee (SLC) agreed to establish a Review Panel to review the Assisted Dying Proposals, something that the new SLC has also now agreed to.

In considering your letter, members of SLC raised that the updated timeframe would impact the work of the Review Panel and would compromise its ability to undertake the review that has been scoped for the previously agreed 12-week lodging period.

I think you and I are in agreement as to the importance of this legislation and the desire to progress it without delay.

Once it has been established, the Review Panel will consider the new proposed timeframe and will respond accordingly. My current view is that in order for the Panel to complete its work with a shortened time frame, we would need to maintain excellent communication between your department and my scrutiny officers. Providing requested documentation in a timely manner would also assist in the speedy completion of the review.

Providing an advanced draft copy of the proposals before they are lodged, would greatly assist the Panel in meeting your requested timeline. As per the Scrutiny Code of Engagement – “confidentiality will be respected by all Members involved in Scrutiny/PAC.”
