Deputy Helen Miles ,
Chair, Corporate Services Scrutiny Panel By email
8 April 2024
Dear Chair,
Thank you for your letter of 27th March 2024 seeking further information about priorities. I have pleasure in providing the following additional details:
Proposed Jersey Public Services Ombudsperson Law 202-
This matter is still under consideration by the Council of Ministers (CoM). The CoM would like to see our existing complaints process significantly enhanced, which is a necessity in any case. As a consequence of this, the rational for public spending on an Ombudsperson scheme is likely to be less compelling. Once the Council of Ministers have determined how they wish to proceed, the Panel and States Members will receive a further update.
Control of Housing and Work (Jersey) Law 2012
Responsibility for the Control of Housing and Work (Jersey) Law 2012 programme has been delegated to Assistant Minister, Deputy Carina Alves . Draft regulations to support the Control of Housing and Work (Amendment) (Jersey) Law 2022 have been prepared and are currently under review. In addition, work has started on a review of the housing controls within the Law. The Panel will receive an update in due course.
Charities (Jersey) Law 2024
We are working to update the Law to extend the definition of misconduct to provide the Charity Commissioner with greater powers to exclude governors of charities on safeguarding grounds considering any criminal record they may have. These proposals will be shared with the Panel when they have been finalised, prior to the amendments being drafted. It is currently anticipated that these will be finalised by the end of June.
I trust the above is welcome additional information. Yours sincerely
Deputy Lyndon Farnham
Chief Minister
