9th January 2024 Dear Chief Minister,
Corporate Services Scrutiny Panel
2023 Delivery Plan Progress Report – Further Detail on Legislative Programme Timeline and JPSO
The Panel met on 9th January 2024 and, upon consideration of your 2023 Delivery Plan Progress Report, agreed to request further detail regarding your legislative programme. The Panel would appreciate to receive the anticipated lodging dates, in relation to your 2024 legislative programme, including for any outstanding work from 2023 which will now be lodged in 2024. This is to assist the Panel in informing its work programme for 2024.
Additionally, in relation to the Jersey Public Service Ombudsperson workstream, the Panel requests further detail on the decision by the States Employment Board to not recruit the Ombudsperson in advance of the legislation as detailed within your 2023 Delivery Plan Progress Report. The Panel recalled a previous letter informing the rationale and merits for establishing the JPSO in shadow form and requesting the Panel’s support in that regard, which the Panel provided. Therefore, the Panel is seeking clarity on the rationale and the process in reaching the decision on changing this approach.
The Panel would be grateful to receive a formal written response by no later than Wednesday 17th January 2024. Please be aware that it is the Panel’s intention to publish the response it receives on the States Assembly Website.
Yours Sincerely,
Deputy Sam Mézec
Chair
