Dear Ian,
Andium Homes – Rent Arrears Policy
The Panel met recently with members of the Jersey Homelessness Strategic Board. The Panel discussed a number of issues with the board including some of the financial situations which could lead to or increase the likelihood of individuals experiencing homelessness in Jersey.
As a result of these discussions, the Panel would like to understand Andium Homes’ policy on rent arrears, the collection of these arrears and the barrier this could pose to the occupation of an Andium owned property.
The Panel would be grateful if you could provide this policy together with any information on the timescales involved for collection, the level at which payment is required to be made (for instance, whether it is based on a percentage of income) and whether individuals are able to occupy Andium property while in debt to Andium Homes.
Moreover, please could you provide the Panel with information regarding policies for when occupants are admitted into hospital and are unable to make their rental payments? Does Andium collect data in order to understand why tenants may go into arrears and, what mitigation processes (if any) are in place? How does Andium work with the most vulnerable people in society and interact with the homelessness sector? Are there any policies in place that ensure work is undertaken with third sector organisations and Government regarding homelessness?
We look forward to hearing from you. Yours sincerely,
Deputy Hilary Jeune
Chair, Environment, Housing and Infrastructure Panel
