Dear Minister,

Follow-up questions from the Quarterly Public Hearing on 20 November 2024

Thank you for your attendance at the Quarterly Hearing on the 20 November 2024. Following that hearing the Panel has additional questions and would be grateful if information could be provided on the following areas.

Fort Regent

  1. Can you confirm which site the Fort Regent soft-play area will be moved to at the St Helier Waterfront and are you able to confirm the cost of the move?
  2. What consideration was given to funding this move from the funding allocated in the Budget 2025 – 2028 to the Decent of Fort Regent and Oakfield?
  3. Further to the table provided to the Panel in your letter of 16 October 2024 which outlined an indicative programme of work for Fort Regent (copied below) could you confirm which of the activities will be provided by SoJDC?

Jersey Property Holdings

1.  Please can you provide information on Jersey Property Holdings' procurement and tender process as requested at the Hearing?

Liquid Waste

1.  Please provide the full cost, to date, on the First Tower Pumping Station project?

Recycling and food waste

  1. Please provide an update on the development of a uniform recycling process across all parishes?
  2. What are the next steps that you will be taking in the development of a circular economy strategy?
  3. What work are you involved in to remove the obstacles to providing recycling services in the three parishes which do not currently offer this?
  4. What consideration has been given to providing a centralised service provided by the Government rather than individual Parishes?
  5. What more could be done on the Island to prevent food waste? Has there been any discussion or consideration given to supporting a food processing plant, for instance?

Bus Contract

  1. Please  can  you  outline  which  elements  of  the  Liberty  Bus  tender  lead  to  their selection?
  2. What work is being undertaken to assess capacity and potential need to increase bus routes or frequency given the increase in population and residential developments?
  3. What discussions have you had with Liberty Bus and the alignment of their contract and ambitions for the future with the Sustainable Transport Policy?
  4. How does the new contract compare to the previous arrangement in terms of scope, funding, and service levels specifically with regards to sustainability and meeting the Island's net-zero goals?
  5. Are you aware of or had discussions about engagement with bus users in the future planning of the service and customer needs?
  6. What is your over-arching vision for public transport in Jersey and how have Liberty Bus demonstrated their ability to deliver that against your economic, environmental, and social objectives?

The Panel would be grateful for your written response within five working days of receipt of this letter.
