Acceptance of Cash Payments

I am writing to inform you that the Panel has recently agreed to consider the topic of the use and demise of cash in society as a possible topic of review. This area had already been of interest to us prior to the debate of P.10/2024 Cash payment at Government Sports facilities. We note that during your speech you indicated that you had personal concerns about people’s ability to pay for goods and services with cash being taken away from them and that you would be thinking about the need for a proposition to enshrine the right to cash transactions in Jersey.

Consequently, the Panel would be grateful if you could give further information in this respect, and to clarify both the position of your Ministry in this matter and the policy of the Council of Ministers in regards to enabling the acceptance of cash payments in the Island, if indeed any such policy exists. We would also be grateful to know of any actions that are being undertaken by the Government of Jersey in this area; and if any consideration of the need for legislation is anticipated.

It would also be useful, for the Panels awareness, if information on the amount of cash currently estimated to be in circulation in the Island could be provided. The Panel would also appreciate if figures identifying the amount of Jersey currency issued, broken down annually for the previous 10 years could be provided, to allow for comparison. We would be grateful if you could respond to this no later than Monday 8th April 2024 in line with the 5 working days approved for responses between Scrutiny Panels and Ministers.
