Dear Chief Minister,

New Healthcare Facilities Programme – resignation of the Minister for Infrastructure

Following the announcement on 3rd January that Deputy Tom Binet has resigned from his role as Minister for Infrastructure – and therefore as the political lead for the New Healthcare Facilities Programme – the Panel is seeking urgent confirmation of the new Ministerial lead for this  programme  of  work  and  whether  oversight  will  remain  within  the  portfolio  of  the Infrastructure Ministry?

Further, the publication of Deputy Binet ’s proposition P.1/2024 Vote of No Confidence: Chief Minister raises a number of concerns for the Panel in relation to:

the accuracy of information which has previously been provided to the Panel

the validity of the Ministerial Response to the Panel’s Interim Report – S.R.3/2023 – New Healthcare Facilities Programme Review

the ability of the New Healthcare Facilities Ministerial Group to function properly since its establishment and the quality of its consensus decision-making as a result.

Specifically, as a matter of urgency, the Panel would request clarification and/or confirmation on the following matters.

  1. Confirm your full support for the New Healthcare Facilities Programme as currently laid out in the Strategic Outline Case and programme Feasibility Study presented in July 2023 and for which the States Assembly approved the next level of funding as part of the Government Plan 2024 -2027 in December 2023.
  2. Confirm that it remains your intention – and that of the remaining members of the Council of Ministers – that the proposals for an acute unit at Overdale and ambulatory care at Gloucester Street and Kensington Place should go ahead as envisioned in the documents provided by your Government to date.

Please could you also ensure that the Ministerial Group agendas, paperwork and minutes for the meetings held in September, October and November are supplied, in confidence if necessary, to this Panel without delay.

Please could you provide your response as soon as possible and by no later than midday on 10th January 2024.
