Re: Hospital Programme Update
Thank you for your letter dated 2nd July 2024. Please see the below in answer to the Panels questions:
- Please can you provide an update on the status of the field purchases for the St Saviours Health Village?
There is ongoing work related to the field purchases for the St Saviour Health Village. The Programme team are currently engaged in dialogue related to acquiring the required land, and further updates will be provided as the acquisition negotiations progress.
- Please can you provide information about the provision of funding for the St Saviours Health Village field purchases?
Funding for the St Saviour Health Village field purchases is part of the capital funding request contained in the 2025-2028 Government Plan.
- A description of the governance processes that have been followed in relation to expenditure on the St Saviours Health Village.
There has been a small amount of expenditure on the St Saviours Health Village to date. The governance process for expenditure on the St Saviour Health Village follows a standardised procedure consistent with other projects within the New Healthcare Facilities Programme and in line with the Public Finances Manual. All expenditure is subject to approval by the relevant individuals and governance groups, in accordance with their approved delegated authorities.
- The clinical basis for locating the Health Village in St Saviour, rather than as part of the existing health estate.
On all sites considered as part of the New Healthcare Facilities, opportunities have been taken to consider existing healthcare sites as well as adjacent sites, to include Edward Place and the Andium site for the Ambulatory Facility, land and houses to the east and south of the existing Overdale site (already in Public Ownership) and the fields surrounding Clinique Pinel. This is in consideration of proposals for New Healthcare Facilities but also to provide some futureproofing of these existing healthcare sites.
Following R.154/2022 A Review of The Our Hospital Project, one of the first activities was to cluster healthcare services. Proposals were reviewed with clinical staff and led to the proposals for Acute and Ambulatory facilities as well as the Enid Quenault Health and Wellbeing Centre and a Health Village (collocating physical and mental health services). This was then described in the Functional Brief.
A feasibility study was then undertaken that reviewed and provided recommended locations of each of these facilities given a very large number of considerations - Enid Quenault Health and Wellbeing Centre being the exception since its location and initial services had already been identified at this time (and the project was underway).
Further discussions also took place in relation to the colocation of mental and physical health services at the Health Village in St Saviour. It should be noted that clinical governance groups had determined that the treatment and rehabilitation services offered at the Health Village do not necessitate proximity to an acute or general hospital and could combine both mental health services and therapeutic care.
Feedback from mental health practitioners, carers, and user groups has been instrumental in informing the decisions regarding these services. Consultations found all service users and the vast majority of clinical staff support the St Saviour Health Village proposal, which integrates mental health inpatient facilities with physical healthcare and rehabilitative care. Service users strongly endorsed the co-location of mental health care with physical health care in a non-hospital environment, as this approach is seen as a positive step towards breaking existing stigmas. Staff members also welcomed the opportunity to consolidate all mental health services, highlighting benefits such as improved inter-team communication and enhanced support across services.
Furthermore, the green spaces available at the St Saviour location – whilst still affording privacy and dignity - will pay a significant role in aiding patient recovery, providing a therapeutic environment that supports mental health and well-being opposed to a clinical setting.
It is also important to note that the brief and designs for the Ambulatory and Acute Hospitals will also consider and respond to the needs of all patients, including those who may have acute physical and mental health conditions, for example through the provision of appropriately designed single bedrooms and patient spaces.
