Arm’s Length Organisations

Thank you for your letter of 16th January, in which you provide a number of questions relating to Arm’s Length Organisations (ALOs).

As you will be aware, the Government is now in an interregnum following the vote of no confidence in the Chief Minister.

Whilst I intend to stand for the role of Minister for Sustainable Economic Development to continue the important work underway – not least the reviews of ALOs – it would be unfair of me to commit any alternative candidates to pursuing this review or to commit the Department to a programme of work which I may not be elected to deliver.

I therefore hope to respond fully to the Panel’s questions if re-elected as Minister for Sustainable Economic Development.

This notwithstanding I would note that your letter states that during the Quarterly Hearing of October 2023 I advised the Panel that ‘the review (of ALOs) was no longer taking place and had metamorphosed into a focussed review of Jersey Sport’. I would correct this slightly with reference to the transcript of that hearing; whilst a single ‘review has not been completed… we have done a deep-dive review into one particular ALO and we will continue to do that with the other ALOs’.

I remain committed to improving the effectiveness and the strategic direction of our ALOs and look forward to undertaking this work should I be re-elected as Minister.
