Dear Chair,

Draft Children and Civil Status (Amendments) (Jersey) Law 202-

Thank you writing to myself and the Minister advising your intention to carry out a Scrutiny Review of the above legislation proposition P104/2023. As Assistant Minister with delegated responsibility for this draft Law, I welcome the Panel’s review and the terms of reference seem entirely appropriate.

Further to your letter of 9th January and email of 11th January, I can appreciate that the original date of debate (6th February 2024) would not allow enough time for the Panel to carry out an effective and timely review. On this basis, I agree with the Panel’s request for a 6-week deferral and will contact the Greffier to request that the debate is postponed until the Assembly Sitting starting on 19th March 2024.

As the Panel will be aware the draft Law has been through a lengthy process to bring it to the Assembly and many families are keenly awaiting the outcome of the debate. If the Assembly adopts this legislation, it will make a significant difference to the lives of many children and their families, and I do appreciate their continued patience.

Please do not hesitate to contact me for any information that can assist with the review and / or any requirements for a public hearing as appropriate.
