New Healthcare Facilities Programme – resignation of the Minister for Infrastructure
Thank you for your letter of 5 January 2024.
I can confirm the intention is that the political lead for the delivery of the NHF programme will continue to be the Minister for Infrastructure. This is subject to the vote of no confidence being rejected by the States and Deputy Steve Ahier being appointed by the Assembly next week as Minister for Infrastructure. Oversight of the NHF programme as a whole will continue to be provided by the New Healthcare Facilities Ministerial Group, which I chair.
With respect to the accuracy of information provided to the Panel, I can be clear that information is only ever provided to the Panel, whether in confidence or otherwise, if it is considered to be correct. Any errors in providing accurate information would be inadvertent and, if information provided were ever to later be found to have been incorrect, this would be corrected at the earliest opportunity. At the time of writing, I am not aware that the Panel has been provided with inaccurate information. The Ministerial Response to the Panel’s Interim Report – S.R.3/2023 – New Healthcare Facilities Programme Review – remains the official response of the Ministerial Group, as presented to the States Assembly on 14 December 2023. I am confident in the ability of the Group to function properly and believe that our consensus decision making will improve as a result of these recent and proposed changes.
I have full support for the NHF programme as currently laid out in the Strategic Outline Case and programme Feasibility Study, presented in July 2023. The Ministerial Group agrees that the programme should progress as planned, including the siting of the acute unit at Overdale and ambulatory care at Gloucester Street and Kensington Place. We are making good progress at the design stage, and we are fully committed to keeping to the time schedule for delivery.
The Ministerial Group agendas, paperwork and minutes for the meetings held in September, October and November will be provided, in confidence, to the Panel as requested.
