Re: Hospital Programme Update
Thank you for your letters dated 21 and 30 May, and congratulations on your appointment as Chair of the Hospital Review Panel. I look forward to working collaboratively with you as this programme of work develops.
Financing Proposals
- Please can you confirm:
- How the Government will bring forward the proposal for financing of the New Health Facilities to the States Assembly for approval?
Financing for the next stage of the New Healthcare Facilities Programme (NHFP') will be included the 2025-2028 Government Plan. This funding proposal will be for the projects contained within the first phase of the overall programme, including the whole of the acute projects. Current indications are that these projects will require funding of £710m (this includes the £52m already approved for 2024) as also indicated in Government Plan 2024- 2027.
- If the lodging process will differ from the current proposal within the Government Plan 2024-2027 to "bring forward a standalone Proposition to seek approval for delivery of Phase 1 of the programme and its financing", and, if so, what the new process will be?
The strategy envisaged in the 2024-2027 Government Plan was to bring forward a standalone proposition for the delivery of Phase 1 of the programme. With the political change at the end of 2023 there was a revision in this thinking because of the Council of Ministers' decision to bring forward the timing of the Government Plan. This change allowed for the funding proposal for the NHFP to be included in the Government Plan 2025-2028. The standalone proposition would have been an amendment to the Government Plan and so the lodging of an amendment just prior to a new plan did not seem sensical, especially since all other expenditure is set out in the Government Plan.
Mental Health Facilities
- Please can you provide the Panel with an update on how the New Health Facilities project is progressing, specifically it's alignment to any forthcoming Healthcare Strategy and Mental Health Strategy?
a. If there is no strategy in place, please can you explain the reasons for not developing a strategy?
The Mental Health Strategy is currently in the process of being refreshed, with a view to publishing by the end of the year. It is expected that this will align with the New Health Facilities project.
- Please can the Panel be provided with:
- details of the plans for Jersey's Mental Health Care Facilities?
Orchard House (working age adult acute admission unit) will be relocating to the refurbished Clinique Pinel at the end of June, following which we will also be opening the new Article 36 suite attached to the ward.
Works are being completed on the refurbished part of Rosewood House; we are currently exploring the use of this space, and whether Beech ward (Dementia Assessment Unit) will move into that space or whether it will be used for an alternative purpose. This may include potential to deliver step down / intermediate care provision to alleviate bed pressures and Delayed Transfers of Care.
We are currently in process of reviewing mental health community premises, in order to maximise use for service user benefit and ensure plans are in place to provide services where buildings changes are identified (for example, loss of The Diner). The development of a community based 24/7 Crisis Cafe provision (as an alternative to attending the Emergency Dept) has been identified by service users and carers as a priority.

All healthcare services (including those that might also be considered mental health care services) that are to be provided as part of the NHFP are contained within the Over-arching Functional Brief. This will continue to be re-visited as the brief and design are developed. It includes the acute mental health accommodation anticipated to be provided at the Health Village in St Saviour, although it is likely that there will be mental health care service provision over numerous sites.
- If the funding proposals for delivery of Phase 1 of the NHF are to be included within the Government Plan, as indicated in your letter to the Scrutiny Liaison Committee dated 26th April 2024, please can you confirm what information will be provided within the Government Plan in relation to the funding proposals for the NHF?
The Government Plan will include high-level projected costs, funding sources, and a summary of the financial strategy. An Outline Business Case will be produced concurrently, offering further and additional information regarding the costs and funding proposals for phase 1 of the New Healthcare Facilities. As previously, this will be provided to governance and assurance groups in confidence, including the Panel.
- Please can you provide more information about how the detail relating to the funding proposals for the NHF will be presented to the States Assembly within the Government Plan?
The Government Plan will include sufficient information to explain the preferred funding proposals, to allow the assembly to make an informed decision. The exact format and content will be confirmed as part of the drafting of the plan, but is anticipated to include;
• Details on the preferred funding route
• The rationale for choice in funding routes (and alternatives)
• Indicative timing of funding to be raised
• Estimated costs of financing
• Methodology for repayment
