ADMINISTRATIVE MATTERS

1. Minutes

To approve the minutes of 8th February 2021.

2. Declaration of Interests

To declare interests in accordance with the Code of Practice.  

COMPTROLLER AND AUDITOR GENERAL (C&AG)

3. Links Between PAC Work Programme and C&AG Reports

To receive a presentation on the clear links between the work of the C&AG over the work of the C&AG over the last two years (and in 2021) to the work programme of the PAC.

4. Governance Arrangements for Health and Social Care – Follow Up

To receive a project specification on the C&AG's follow up work on Governance Arrangements For Health and Social Care, as issued in January 2021.

PRIVATE BRIEFING

5. Private Briefing from the Director General for Strategic Policy, Planning and  Performance on the Use of the Performance Framework  

1. At 2pm to receive a briefing from the Director General for Strategic Policy, Planning and Performance, Tom Walker , on the use of the Performance Framework;
2. To consider areas of questioning for the private briefing.

6. Estate Management

1. To note the approved Terms of Reference and Scoping Document for the Committee's review of Estate Management;
2. To approve a draft press release on the launch of the Review;
3. To receive and consider draft written questions to the Chief Executive on Estate Management;
4. To receive and consider draft written questions to Director Generals on Estate Management.

7. Performance Management

1. To note the approved revised Terms of Reference and Scoping Document for the Committee's review of Performance Management;
2. To note the approved press release on Performance Management;
3. To receive and consider draft written questions to the Chief Executive on Performance Management;

4. To receive and consider draft written questions to Director Generals on Performance Management;
5. To receive a copy of the One Government Structure and a letter from HM Solicitor General regarding the Accountability of the Principal Accountable Officer.

8. COVID-19 Response

1. To consider an updated work programme for this review;
2. To receive a copy of the February 2021 COVID-19 Financial Position Report from Treasury & Exchequer.

9. Further Written Questions to the Chief Executive

1. To receive and consider further written questions to the Chief Executive;
2. To note the draft 2021 Business Plan for the Office of the Chief Executive.

10. 2020 Annual Report and Accounts

To note that letters have been sent to each Director General and Head of Non-Ministerial Department's regarding their contributions to the 2020 Annual Report and Accounts.

PAC MATTERS

11. Citizens' Panels

To receive a letter from the Chief Executive on the use of Citizens Panels/Juries.

12. Newsletter

To receive an update from the Chair regarding the creation of a PAC newsletter for circulation to States Members and others, with suggested items for inclusion.

13. Work Programme

1. To receive an updated work programme for 2021;
2. To consider the addition of further meetings for review Sub-Groups;
3. To receive an updated work schedule for each PAC review.
