- Records of Meetings
To note and approve the records of the meeting held on 19th September 2023, 29th September, 5th October and 9th October 2023.
- Assisted Dying Briefing
To receive the Minister for Health and Social Services and Departmental officers to provide a briefing on the upcoming proposition on assisted dying.
To note the briefing document and discuss the approach from Scrutiny to a possible assisted dying review.

a) To note the Work Programmes and Activity Reports for the various Scrutiny Panels:

- To discuss possible changes to the names and remits of certain panels following amendments to several Ministerial titles.
- To receive a verbal update from the SLCVP regarding the recommendations made within the Democratic Accountability and Governance Sub-Committee (DAGS)
- Data Protection Incident
To note a paper providing a summary of the data protection incident relating to the private Environment, Housing and Infrastructure (EHI) Scrutiny Panel meeting that took place on Wednesday 27 September.
- Scrutiny and Public Accounts Committee Proceedings: Code of Practice
To consider possible revisions to the Code to ensure that is up to date following developments since its original publication [paper circulated].
- Matters for Consideration requested by Chair of EIA Panel
To follow up on the discussion (file note attached) with the Chief Minister and SLC in May 2023 in which it was indicated that she would be implementing the long delayed implementation of P.149/2014 – Freedom of Information (FOI): Extension to Companies owned or controlled by the States
To discuss the disclosure of business cases relating to Government Plan possibly in a redacted format which was a recommendation from the EIA Panel’s report of the previous Government Plan however, rejected by the Minister.
10 Matter for Consideration requested by the Chair of the HSS Panel
To discuss comments made by the Minister for Social Security on the following webcast from the States Assembly regarding the Panel’s recently presented report (streaming time 1.48 - 1.52).
- Meeting with SLC President, Vice President and Chief Minister To note the file note from the meeting held on 28th September 2023.
To discuss areas of discussion for the next SLC President, Vice President and Chief Minister due on 3rd November 2023.
- Future Meetings
To note the Committee’s next scheduled meeting will be on 21st November 2023 at 2pm in Le Capelain Room, States Building.
