Administrative Matters

  1. Records of Meetings

To approve the records of the meetings held on 29th February and 7th March 2024.  

  1. Declarations and Conflicts of Interest

Members will be asked to note the declaration of interests section in the Scrutiny and Public Accounts Committee Proceedings Code of Practice and consider declaring any relevant interests relevant to the items on this agenda.

Briefings

  1. Minister for Infrastructure

To receive the Minister for Infrastructure and Government Officers for a briefing on the Minister's priorities for the remainder of this term of office.

  1. Marine Spatial Plan

To receive a briefing from Government Officers about the finalised Marine Spatial Plan.

  1. P.82/2023 Offshore Wind

To receive Government officers for a joint briefing with the Economic and International Affairs Scrutiny Panel on the proposals for an offshore wind farm and the forthcoming States Assembly debate.

Scheduled briefings

  1. Andium Homes and Comptroller and Auditor General

To note that a briefing with Andium Homes and the Comptroller and Auditor General have been arranged for Wednesday 10th April and to agree any specific topics of interest.

  1. Long term financing of infrastructure projects

To note that a briefing with Government Officers on the long-term funding of infrastructure projects will be scheduled for a date in April and to discuss the information required from officers on the mechanisms for funding and in relation to the recommendations made in the former Panel's Bridging Liquid Waste Strategy Review.

Scrutiny matters

  1. Ministerial responses to Government Plan 2024 – 2027 Review

To review the Ministerial Response to the former Panel's Government Plan 2024 -2027 review comments from the Ministers for the Environment and Infrastructure and to agree any further action.

  1. Ministerial response to the Bridging Liquid Waste Strategy Review

To agree any further action resulting from the Ministerial response to S.R.1/2024 Bridging Liquid Waste Strategy 2023 -2-26 Review.

  1. Ministerial Decisions

To note any Ministerial Decisions and any resulting action for the Panel. Work Programme

  1. Work Programme

To discuss updates to the Panel's work programme for 2024 following its briefing with the Ministers for the Environment, Housing and Infrastructure.

Administrative/other matters

  1. Training

To  discuss  the  Panel  Members'  requirements  for  a  facilitated  training  session  on questioning at public hearings.

  1. Communications

To receive an update from the Panel's Digital and Public Engagement Officer and discuss any communications requirements.

  1. Future Meetings

To note that the Panel's next meeting is scheduled for Wednesday 10th April at 9.30 am and will include a site visit and presentation with Andium Homes Ltd and a briefing from the Comptroller and Auditor General.
