1. Zero/Ten Review: UK Accountancy Advice
The Panel discussed commissioning a UK accountant to advise the
Sub Panel on the proposal to tax the deemed rent of commercial properties, and whether this tax would be creditable against UK tax.
The Panel agreed that this proposal could have vital implications for
the Island's economy, and that it was therefore essential to establish whether it was viable. However, before seeking advice the Panel agreed it was important to establish whether the Treasury and SP Resources Department had received any advice on this matter.
The Panel received a quote from a major UK accountancy firm, and noted that providing this advice could involve a day's work for a tax
director, and may therefore cost in the region of £5,000. The Panel SP requested for the Scrutiny Officer to contact several UK accountancy
firms to request for quotes to undertake this work. The Panel agreed
that providing the Treasury and Resources Department had not sought any advice on this matter, the most competitive quote should
be accepted, and the firm should be requested to provide this advice
as soon as possible, with a view to a response being received in advance of the Panel's Public Hearing with the Minister for Treasury
and Resources on the 15th December 2006.
