1.	Minutes The Sub Panel approved the minutes of the meeting dated 4th October 2006.
2. Item 5a 04.10.06	Matters Arising Senator Shenton to draft the letter to Mr R Amy, OBE, Chairman of the Committee of Management of PECRS, and to circulate the draft to other Sub Panel members for comment.
3.	Meeting notes The Sub Panel received notes from a private meeting held with a witness on the 12th October 2006.
4.	Background information The Sub Panel received further email correspondence and background information to be added to review folders.
5.	Appointment of adviser The Sub Panel noted the appointment of Dr D Parker as the Panel's adviser, and received a copy of the adviser's terms of engagement. The Sub Panel noted that Dr Parker would be flying to the Island for a lunch time meeting on Wednesday 25th October 2006.
6.	Additional lines of enquiry The Scrutiny Officer was instructed – to arrange a meeting between Dr Parker and Mr B Lawrence, Jersey Telecom Group Limited on the 25th October 2006, to provide Dr Parker with the opportunity to visit the Telecom offices. to send a background information pack to Dr Parker with papers received for the review to date in advance of his visit to the Island on the 25th October 2006. to invite the following witnesses to public hearings on the 17th November or the 30th November 2006: Senator T.A. Le Sueur , Minister for Treasury and Resources Mr J Davey, Collins-Stewart	SP SP SP

to contact the Treasury and Resources Department and ask for the annual rate of return the Treasury has received from 2000-2005.
to write to Deputy S Falla , MBE, Minister for Commerce and Employment, Guernsey, and to Mr J Curran, Director General of Utility Regulation, Guernsey, to request to be provided with any information from the sale of Guernsey Telecom that would be of assistance to the Sub Panel's review.
