1. Minutes of previous meetings

The Panel agreed several amendments to the minutes of its

meeting on 13th November 2006. It was agreed to reconsider the amended minutes at its next meeting.

2. Matters arising

The Panel noted updates on actions requested at its previous meetings.

  1. Chairman and Panel Member Actions

The Chairman informed the Panel about the correspondence sent to the Minister for Education in respect of the Youth Service Strategic Plan. He further informed the Panel that no response had yet been received.

The Panel discussed the recent response from the Minister for Home Affairs to questions in the States concerning HM Prison La Moye Performance Improvement Plan (PIP). They noted that during questioning the Minister, having confirmed that the funding arrangements had yet to be agreed, was nonetheless prepared to provide a copy of the PIP in its current format to States members upon request. The Panel agreed to request a copy of the draft

The Chairman informed the Panel that he had attended a meeting concerning firearms and the proposed changes being sought to police procedures and checks in this area. The Panel went on to discuss the political responsibility for the police and the role a police authority could play.

Dairy review

Deputy Pryke informed the Panel that Public Hearings were being scheduled for the 11th, 12th and 13th December. The

Panel were also informed that the latest version of the Promar report was being presented to the Chief Minister, the Sub-Panel and Dairy Farmers. Deputy Pryke further informed the Panel that the Davis family were being consulted on the outcome of the review.

The Panel discussed the document A Social Policy Framework for Jersey – Every Person Counts' that had previously been received from the Chief Minister's Department. It was agreed to note that this was a cross Panel issue and should be further discussed once the Health, Social Security & Housing Panel had been formerly constituted.

 

 

3. Role of the Centenier in the Magistrate's Court

The Panel discussed the best approach to take in writing the final report. It was agreed that the model being used for the Overdale review should be adopted and that sections should be drafted and finalised individually.

 

 

4. GP Out-of-Hours

The Lead member, Deputy Anne Pryke, confirmed that the Public Hearings had finished and that all the information they required at this time had been forthcoming. As such, the final report would begin as soon as the Overdale report had been finished.

The Panel discussed the level of subsidy paid by the Social Security Department in respect of night time call outs by GPs. It was agreed to clarify this issue with the Social Security Department.

Deputy Mezbourian informed the Panel that one of her constituents had sent in a letter to the Scrutiny Office. It was agreed to circulate this letter to all Panel members.

5. Overdale

The Chairman of the Sub-Panel, Deputy Anne Pryke, informed the Panel that the report was in the process of being written.

 

 

6. Forthcoming Propositions

The Panel discussed the draft Crime (Disorderly Conduct and Harassment) (Jersey) Law 200- and noted that it was due to be debated on 16th January 2007. The Panel agreed to send a letter

to the Minister for Home Affairs expressing their support for the draft Law and their intention not to scrutinise the legislation.

The Panel noted that the Minister for Education was scheduled to be subject to questions without notice in the States on 5th

December 2006. The Panel agreed to give each other notice of any questions they intended to ask.

8. Future Meetings

The Panel noted that it would next meet at 9:30am on Monday 11th December 2006.

Deputy Pryke offered her apologies for the meeting of the 11th December 2006.
