  1. Notes of Meeting 1 – approved and signed
  2. Call for Evidence – to appear in the Jersey Evening Post on Friday 25th August and Friday 1st September 2006. Approval was given for the necessary expenditure although minor alterations to the format would be requested. A request would also be made for the advert to appear in the letters section of the JEP and/or on the right-hand side of the paper. Consideration was given to the type of advice given to Scrutiny on the format and style of adverts.
  3. Following Meeting 1, information had been requested from the Department of Health and Social Services. Information has also been requested following the visit to Overdale Hospital. No information had yet been received.
  4. Site Visits – The visit to Sandybrook and Silver Springs Care Home would not occur on 5th September 2006. 11th September 2006 was identified as a potential alternative: the Sub- Panel would look to return to Overdale Hospital at 1:00pm on that day, move on to Sandybrook and complete the set of visits with a tour of Silver Springs. Enquiries would be made to see whether it would be feasible to begin a visit to Silver Springs at 4:00pm. Consideration was given to other possible site visits.
  5. Deputy Power had received a submission from Mrs. B. Lawrence of Palm Springs Nursing Home. The Scrutiny Officer would contact her in regard to this submission. Deputy Power had also been contacted by a second individual interested in making a submission. Deputy Pryke had also been contacted by an individual.
  6. Two people had telephoned the Scrutiny office in connection to the review. In addition, the Sub-Panel had received one written submission.
  7. The following information would be requested from the Department of Health and Social Services:
  1. List of Nursing Homes in the Island
  2. List of Residential Homes in the Island
  1. Consideration was given to Act A13 (dated 6th February 2002) of the former Health and Social Services Committee regarding the change in use of the former Mermaid Hotel and the potential implications for the Department of Health and Social Services.
  2. Consideration was given to potential future lines of enquiry:
  1. Consideration of the differences between care offered in private wards and that

offered in public wards.

  1. Clarification of the impact of the introduction of Income Support on residential/nursing care.
  2. Establishing the financial implications of the decision to purchase beds in the private sector
  3. Clarification of whether the Department of Health and Social Services had had any involvement during the development of Lakeside and Silver Springs.
  1. Timescale – The aim would be to complete the report by the end of October 2006.
  2. Public Hearings – To be held on Wednesday 4th October 2006 (with Wednesday 27th September 2006 identified as an alternative). Hearings would begin at 9:30am. The Minister for Health and Social Services would be invited to a Hearing at 3:00pm on Wednesday 30th August 2006 (with Tuesday 29th August 2006 as an alternative).
  3. Correspondence to request submissions from the following parties was approved:
    1. Jersey Association of Carers
    2. Family Nursing and Home Care
    3. Care Federation
  4. Consideration was given to the staffing issues of the decision to close Leoville and McKinstry wards. Correspondence would be sent to the Royal College of Nursing.
