14/02/12 Item 1 513/32 | 1. Population and Migration The Panel received a draft contract for the engagement of Edge Analytics Limited as expert advisor for the Population and Migration Review. The Panel recalled that a budget of £5,000 had been set for the engagement of an expert advisor and that a competitive tendering process had not been entered into on this occasion. In that regard, the Panel noted that a formal tendering process was not required under Financial Direction 5.1 where the task was time limited and there was insufficient time to go through a competition process and where the anticipated value of the engagement was less than £25,000. It was noted that both criteria applied in this case. The Panel confirmed its decision to engage Edge Analytics Limited and approved the contract accordingly. | WM |
