Subsequently, it was agreed by the Panel that a Sub-Panel would be formed in order to allow Members to begin initial work on this review. It was further agreed that Deputy S. Power would Chair the Sub-Panel with Deputy R.J. Rondel as Vice-Chairman. The Panel noted that Deputy J. Reed could not take part in the review due to other work commitments.
