02/11/12 Item 2 513/36 | 2. Fact-finding Visits The Sub-Panel received an update regarding its fact-finding visit to the Isle of Man. Members were advised that a Work Permit Appeal Tribunal was now due to take place on the afternoon of the 28th November 2012 (the same day as the Sub-Panel arrive in the Isle of Man) and had received an invitation to attend. The Sub-Panel was further advised that the Chairman had confirmed attendance at the Tribunal, on behalf of the Sub-Panel, prior to the meeting. The Sub- Panel Members agreed with the decision that had been made by the Chairman. Furthermore, the Chairman informed the Sub-Panel that a request had been made by Hon A. Bell, Chief Minister of the Isle of Man, to meet with the Sub-Panel during its visit to the Island. The Sub-Panel accepted the request and subsequently the Officer was asked to liaise with the Chief Minster's PA to confirm arrangements. The Sub-Panel was advised that Senator Ferguson was no longer able to attend the visit to the Isle of Man due to other work commitments. The Sub-Panel was advised that no arrangements had yet been made in regards to its fact-finding visit to Guernsey. Members recalled their discussion during the Sub-Panel's last meeting regarding the States of Guernsey Policy not to engage in political matters or review of other Governments jurisdictions. Consequently, it was agreed by the Sub- Panel that the Officer would liaise with the Director of the Population Office and find out whether any further information regarding Guernsey's Population and Migration Legislation proposals was available. 02/11/12 Item 4 513/36 | 3. Regulations Debate The Sub-Panel was advised that a response from the Chief Minister's Department, regarding its request to delay the Regulations Debate, had not yet been received. The Officer was requested to follow up on this matter. | SM |

Requested Information The Sub-Panel was advised that the Corporate Services Scrutiny Panel had agreed, during its last meeting, that the Sub-Panel should request a copy of the documentation provided to the Privy Council by HM Attorney General in regards to the Control of Housing and Work (Jersey) Law (CHW) and Register of Names and Addresses (Jersey) Law. The Sub-Panel agreed with this decision and subsequently the Officer was requested to draft a letter to the HM Attorney General regarding this matter. The Panel was further advised that the relevant provisions of the Code of Practice for Scrutiny Panels and the Public Accounts Committee might apply to any such request made to HM Attorney General.
