| 1. Record of Meetings The Records of the meetings held on 27th September and 5th October 2012 were approved and signed. |

| 2. Scoping Document and Terms of Reference Consideration was given to a draft Scoping Document and draft Terms of Reference that had previously been circulated to the Sub- Panel. The Sub-Panel was advised by the Chairman that the Control of Housing and Work (Jersey) Law and the Register of Names and Addresses (Jersey) Law had been approved by the Privy Council on 17th October 2012. The Officer was therefore requested to amend the Scoping Document and Terms of Reference accordingly. It was also requested that both documents be re-circulated to the Sub-Panel, once minor amendments had been made, for Members approval. It was noted that, once approved by the Sub-Panel, both documents would be circulated to the Chairman's Committee and that the Terms of Reference would be provided to Senator I. Gorst , Chief Minister, in line with the Code of Practice for Scrutiny Panels and the Public Accounts Committee. | SM SM |

Fact-finding Visits It was agreed that the Sub-Panel would visit the Isle of Man and Guernsey as part of its review in order to examine the Control of Housing Legislation present in these Jurisdictions. The Officer was asked to include these visits within the Scoping Document. It was further requested that the Officer contact the relevant parties in both jurisdictions to check their availability and make suitable arrangements. | SM SM |
| 4. Press Release The Sub-Panel agreed to send out a press release on 24th October informing the public of its review and Terms of Reference. The Officer was requested to draft the press release and circulate to the Sub- panel for approval. | SM |
