1.  Record of Meetings

The Records of the meetings held on 19th, 22th and 25th September 2012 and were approved and signed.

2.  Fact-finding Visits

The Sub-Panel received an update regarding travel arrangements for its fact-finding visit to the Isle of Man. It was recalled that Members had agreed to travel to the Island on the 28th November and return on the 30th November 2012. Deputy Southern advised the Sub-Panel that he would not be participating in any off-Island fact finding visits and   Deputy  Le  Bailly  gave  his  apologies  as,  due  to  work commitments, he was unable to attend the Isle of Man with the Sub- Panel.

The Sub-Panel discussed a draft work schedule, for its visit to the Isle of  Man,  which  had  been  prepared  by  the  Work  Permit  and Enforcement  Officer  and  circulated  in  advance  of  the  meeting. Members were happy with the agenda that had been suggested and, subject to a request to meet with the head of the Enforcement Team, the Sub-Panel approved the schedule.

The Officer advised the Sub-Panel that initial discussions had begun with the Director of the Population Policy Group in Guernsey in order to arrange the Sub-Panels trip to the Island. The Sub-Panel recalled that it had identified 17th December as a possible date for its visit.

The Sub-Panel was further advised of a current States of Guernsey Policy which stipulates that Guernsey States Members should not engage  in  political  matters  or  reviews  of  other  Governments jurisdictions – including administration and procedures of the States of Jersey. It was agreed by the Sub-Panel that this Policy could have a substantial impact on the evidence that would be gathered during its

fact-finding visit to the Island. The Sub-Panel further agreed that the Chairman would write to our Chief Minister regarding this matter.

3.  Public Hearings

The Sub-Panel received an update regarding potential dates for a Public Hearing with the Chief Minister. Members were advised that the Chief Minister was not available to attend a Public Hearing in the month of November. Subsequently, it was agreed by the Sub-Panel that Senator Routier, Assistant Chief Minister, could attend in the Chief Minister's absence along with the Director of the Population Office. The Officer was requested to arrange a Public Hearing in November with the two mentioned witnesses.

After a lengthy discussion it was agreed by the Sub-Panel that Deputy A.K.F. Green, Minister for Housing, Senator F. Le Gresley, Minister for  Social  Security,  and  the  President  of  Chamber  of  Commerce would be invited to attend a Public Hearing to give evidence for this review. It was further agreed that Laws draftsman and the States of Jersey Chief Statistician would be invited to attend Private Briefings with the Sub-Panel.

It  was  recalled  that  the  Sub-Panel  had  previously  agreed  that evidence gathering for this review would be completed by the end of December 2012. The Officer was therefore requested to arrange all Public Hearings and Private Briefings for before this date.

4.  Regulations Debate

The Sub-Panel was advised that, although the timetable is yet to be finalised, the current anticipated date for the Regulations Debate is 29th January 2013. It was subsequently agreed that, in order for the Sub-Panel to have sufficient time to review the Regulations, the Chief Minister would be asked to delay the debate until the end of February 2012. The Officer was therefore requested to draft a letter to the Chief Minister regarding this matter and circulate to the Sub-Panel for approval.

5.  Requested Information

The Sub-Panel requested that the Control of Housing and Work (Jersey) Law and Register of Names and Addresses (Jersey) Law be circulated to Members for their review. The Sub-Panel also requested a hard copy of the Report on the 2011 Jersey Census" and "2012 Jersey population projections".

The Sub-Panel noted that it would next meet at 11:00am on 16th November 2012.
