1. Records of Meetings

The Panel approved the records of its meetings held on 14th, 19th and 20th November 2012, which were signed accordingly by the Chairman.

2. Tourism Shadow Board  

The Panel welcomed the Chairman designate of the proposed Tourism Shadow Board. Discussions were held to help provide the Panel with context about the Chairman designate's approach to the role and more generally to the work of the Board.

3. Digital Skills/ Digital Jersey

The Panel welcomed the Education and Home Affairs Scrutiny Panel to discuss plans for a Review of the Education Department's response to the findings of the report by Skills Jersey and Digital Jersey, entitled The  Digital  Picture  (Interim  report  dated  September  2012),  by  the Education and Home Affairs Scrutiny Panel. Members were conscious that  the  Economics  Affairs  Scrutiny  Panel  intended  to  undertake  a Review focussing on the role of Digital Jersey in expanding the digital economy in the Island, and therefore believed it was appropriate to consider the possibility of a joint Review or a phased two part Review looking  at  the  above  aspects  of  the  States  response  to  digital opportunities.

It was agreed that there was a synergy between the work of the two Panels in this regard and that it would be sensible for a single group to examine both the educational and economic implications presented by Digital  Jersey  and  associated  projects.  Both  Panels  agreed  to  the establishment of a Sub Panel which would initially undertake a Review

 

 

of the proposed development of digital skills by the Education, Sport and Culture Department, commencing early in 2013, to be followed at a later stage by a Review of progress in developing the digital economy in Jersey. Connétable S.W. Pallett agreed to act as Chairman of the Sub- Panel, with further consideration to be given to its most appropriate structure and membership.

4. Intellectual Property Unregistered Rights (IPURL)

Following receipt of its adviser's final report, the Panel considered and approved its Comments on the lodged subordinate legislation, which would be formatted and presented accordingly.

5. Skills Strategy

The  Panel  noted  that  it  had  been  informed  by  the  Economic Development Department that the draft Skills Strategy was due to be forwarded to Scrutiny once the Executive had received confirmation of Scrutiny's approach to a possible Review, given the Strategy's cross- Departmental  nature.  In  order  to  be  able  to  determine  the  most appropriate  approach  by  Scrutiny  to  a  possible  Review,  the  Panel agreed that it would request that a draft copy of the Strategy should be distributed to itself, the Education and Home Affairs Scrutiny Panel and Health, Social Security and Housing Scrutiny Panel, within whose remit the Skills Strategy would fall.

6. Work Programme

The Panel considered and approved its Work Programme for 2013, although it noted that this might require amendment depending on the outcome  of  ongoing  consideration  of  possible  work  on  Digital Skills/Digital Jersey and the Skills Strategy.

 

 

7. Future Meetings

The Panel noted arrangements for its combined Tourism Shadow Board and Quarterly Public Hearing on 3rd December, in Le Capelain Room, States Building, with the Minister for Economic Development. The Panel agreed outline topics to be covered during the Quarterly Hearing, which would be circulated to the Panel for more detailed question planning. The  Panel  received   Connétable  M.J.  Paddock's  apologies  for  the meeting.

The  Panel's  subsequent  meeting  was  scheduled  to  take  place  at 9.30am on 19th December, Blampied Room, States Building.
