1. Records of Meeting

The Panel approved the records of its meetings held on 23rd May, and 11th, 14th, 20th and 22nd June, which were signed accordingly by the Chairman.

2. Aircraft Registry

The Panel considered an early draft Aircraft Registry report, agreeing that drafting should continue in line with its discussions.

3. Financial Ombudsman Scheme

The  Panel  noted  that  the  Economic  Development  Department  had advised of a further delay until late 2012/early 2013, of the anticipated publication of the draft Financial Ombudsman Scheme legislation.

4. Intellectual Property

Consideration was given by the Panel to proposed dates on which to receive  a  briefing  from  the  adviser  to  the  Economic  Development Department on draft Intellectual Property (IPURL) legislation, agreeing that 5th and 19th September offered the most suitable options to be explored further.

5. Tourism Strategy

The Panel noted the Economic Development Department's launch of the  Tourism  Strategy  Green  Paper,  which  had  a  deadline  for submissions of 28th September 2012. The Panel agreed that it would request copies of all the responses submitted to the Department to inform its consideration of launching a Review of the Strategy at the White Paper stage.

6. Medium Term Financial Plan

After consideration of possible dates on which to hold a Public Hearing with  the  Minister  for  Economic  development  on  the  Medium  Term Financial Plan, the Panel agreed that 30th July  would be the next suitable opportunity. It requested arrangements to be made accordingly with the Minister for Economic Development.

The Panel noted receipt of the Economic Development Department's Legislation Programme Update for Quarter 2.
